The active ingredient for Rex non-alcohol Hand Rub with moisturer is Benzalkonium Chlorider (BKC) which is also used and present in Nasal spary, Eye drops e.t.c.
The moisturizer derives from cucumber extract. With a combination of BKC and moisturizer, it can be classified under cosmetics safe for skin care, clothing, hard surfaces for all furniture, car seats and table tops because it's non sticky in liquid form.

Active Ingredient and their Working Concentrations Effective Against Coronaviruses

The active ingredient for our REX Shield and Protect contains 0.1% BKC. There is quite a difference between Alcohol base and non-Alcohol in terms of skin and surface protection.
As for Alcohol, the alcohol acts as an immediate sanitizing agent on your skin or surfaces. After the alcohol have evaporated away and dried, it leaves no protection thereafter.
For non-alcohol based, after you have rubbed your hands or surfaces dry, the active ingredient i.e. BKC remains on your skin or surfaces as a shield with BKC as a protective agent.
Generally, the manufacturing process for non-alcohol base hand rub takes a longer time to produce due to the multiple ingredients in the product and it cost more whilst for Alcohol based, you just add 60% to 75% alcohol and blend it on the product and pack it away.
